TFG worked closely with Cox Communications to get Assembly Bill 509 passed during Nevada’s 83rd (2025) legislative session. This piece of legislation was an important step in modernizing broadband infrastructure laws in the state. Before this bill was passed, broadband internet providers had only two ways to gain access to the public right of way – as either video service providers or telecommunications carriers. There was no license for a carrier to be internet service only. Being licensed as telecommunication carriers yet not providing a telecommunication product, resulted in the companies not paying fees to cities and counties for the privilege of using the public right of way. This was creating an uneven playing field for companies like Cox Communications, who have been paying these fees and signing these agreements since beginning their Nevada operations in 1998. Successful outcomes of this bill included: empowering local governments to manage their right of way as well as ensuring fair fees and non-discriminatory treatment among providers of similar types of service. A.B. 509 encourages more broadband development in the state by making the system fair and consistent for all providers.
